Estonia is an EU member state, so EU electronic communications rules apply. The defining change right now is the 2G and 3G withdrawal, which runs per network and decides what hardware is still viable. Regionally, GSMA data shows NB-IoT deployed more widely here than LTE-M. NB-IoT suits static endpoints sending little data on a long battery life. LTE-M holds a session through cell handover, so it suits anything that moves. One catch: LTE-M has wholesale roaming agreements while NB-IoT lags, so NB-IoT devices can reach fewer networks. Com4 SIMs carry both.

There is no single national date. Timelines run per network, so check our 2G and 3G sunset tracker, filterable by country and network. Devices with LTE-M, NB-IoT or 4G fall back on the same Com4 profile without a site visit. 2G-only modules need replacing, and we will audit yours.

Rules diverge across Europe, and permanent roaming is not treated uniformly even inside the EU. Some countries require IoT SIM registration, some exempt machine-only SIMs, a few restrict permanent roaming. Com4's position for Estonia is stated above, and we confirm it against your deployment.
