What is the state of IoT in Latvia?

Should I use NB-IoT or LTE-M for a deployment in Latvia?

NB-IoT suits static endpoints sending little data on a long battery life. LTE-M holds a session through cell handover, so it suits anything that moves. One catch: LTE-M has wholesale roaming agreements while NB-IoT lags, so NB-IoT devices can reach fewer networks. Com4 SIMs carry both.
